Parksville permits

Re-roofing permits in Parksville, Qualicum Beach and Nanoose Bay

Three bodies issue building permits across Oceanside: the City of Parksville, the Town of Qualicum Beach, and the Regional District of Nanaimo for Nanoose Bay, Bowser and Deep Bay. None of their pages we opened mentions re-roofing by name, but all three require permits for alterations or structural work. We confirm per address before any Parksville or Oceanside roof is booked.

Three permit offices for Parksville and Oceanside

Oceanside looks like one community on the map, but building permits are split three ways. Inside Parksville city limits, permits come from the City's Community Planning and Building department under Building Bylaw No. 1387. Qualicum Beach is a separate town with its own Building Bylaw No. 903, 2024. Nanoose Bay (Electoral Area E) and Bowser, Qualicum Bay and Deep Bay (Electoral Area H) are rural areas, where the Regional District of Nanaimo issues permits.

Before we quote an Oceanside roof, we work out which of the three your address falls under. It decides which office we contact, which forms apply and who comes out to inspect.

What the City of Parksville's building page covers

The City's building page links to its permit application form, submission requirements, fee estimator and Building Bylaw No. 1387. It doesn't say on the page itself when a permit is or isn't required, and it doesn't mention roofs. Inspections and questions go to 250 954-3065 or building@parksville.ca, and the City asks for 24 hours' notice to book an inspection.

The City's page also links to WorkSafeBC's asbestos awareness material for homeowners, which is worth reading if your house has older roofing or other materials that could contain asbestos.

Qualicum Beach permits and development permits

The Town of Qualicum Beach's application page says a permit is needed to "Make alterations, additions or structural repairs to an existing building or structure" and to "Make interior structural renovations." It adds that "Projects cannot start, including demolition or excavation, until a building permit has been issued."

The Town also says projects that need development permits, works and services or easement agreements must have those completed before a building permit application goes in. Roofing isn't mentioned on the page, so we ask the Town about your address.

Nanoose Bay, Bowser and Deep Bay: the Regional District of Nanaimo

The RDN's building FAQ says "Building permits are required for any new construction, demolition, alteration or addition to a structure" in its building electoral areas. Its alteration checklist for single-family dwellings repeats that rule and asks, where applicable, for roof slopes, attic and roof space ventilation details and engineer's letters of assurance. Neither page addresses re-roofing directly.

The RDN's 2022 wildfire plan for Nanoose Bay notes that the Lakes District Neighbourhood Plan encourages development near the interface to follow FireSmart guidelines, "such as the use of non-combustible building materials." Building questions go to an RDN Building Clerk at 250-390-6530.

When an Oceanside roof job becomes structural

Across all three offices, structural work is where the wording is plainest. A new skylight opening, a dormer, reinforced rafters or a change of pitch alters the structure, and Qualicum Beach and the RDN both name alterations and structural repairs in their permit rules. Hidden damage sometimes turns up at tear-off. On an Oceanside job, we photograph it, explain it, and check the permit side with the right office before the crew carries on.

How we handle permits for a Parksville roof

At the estimate we note the scope of the job and which office covers your address. We confirm the requirement for each address with the City of Parksville, the Town of Qualicum Beach or the Regional District of Nanaimo, and we pull any permit needed before the job is scheduled. Strata homes need the strata's approval first. Each of the three offices can change its rules, so treat the quotes above as of October 2026.

Parksville questions, answered

I live in Nanoose Bay. Do I deal with the City of Parksville?

No. Nanoose Bay is Electoral Area E of the Regional District of Nanaimo, so the RDN's Building Inspection department issues permits there, not the City. The same goes for Bowser and Deep Bay in Electoral Area H. We confirm the right office from your address before we quote.

Does Qualicum Beach make me finish a development permit before the roof?

Only if your project needs one. The Town's application page says projects requiring development permits, works and services or easement agreements must have them completed before a building permit is applied for. Most roof replacements don't involve those, but we ask the Town for your address to be sure.

Who books the inspections if my Parksville roof needs a permit?

We do. The application and inspection bookings are ours to handle, with the 24 hours' notice the City asks for. You may need to sign an owner's authorization so we can act as your agent.
